Deaf TV News Watchers Get More Captions
Deaf and hearing-impaired TV viewers should be having an easier time with TV news now. The Telecommunications Act of 1996 (PL 104-104) set January 1, 2006 as the deadline by which all new broadcast, satellite and cable programming must be captioned. But, in addition, stations in the top 25 TV markets must provide captioning for unscripted portions of newscasts as well.
