BISMARCK ND JAN. 4, 2005 --In 1982, U.S. Judge Bruce M. Van Sickle ruled that North Dakota was violating the constitutional rights of people kept in institutions because of mental retardation or other disabilties. It was a pivotal ruling in the 1980s move toward de-institutionalization.
